Abdul Bashir Khaliqi graduated civil engineering in 2000 from Kabul University and got MBA in American University of Afghanistan in 2015. He got first hand experiences in Development Aid while working with the French NGO SOLIDARITÉS INTERNATIONAL after the Taliban time. He joined the first education programs of DVV International, the Institute for International Cooperation of the German Adult Education Association in Afghanistan in 2002, as part time staff and later on as Education Program Manager. She worked with the department of education in Tamil Nadu, developing a model for large-scale training of educators, starting with the faculty of the District Institutes of Education Training (DIETs), which ultimately trained 200,000 elementary school teachers and other government functionaries from the department. This programme laid the ground for the ABL methodology for classes 1 to 4 in the state. She worked with Concerned for Working Children (nominated for the Nobel Peace Prize recently) during its Panchayat Toofan programme during which CWC worked with selected government schools and teachers in Udipi, Sirsi and Bellary districts in Karnataka. She conducts one-year and short term teacher development programmes enabling teachers to work at elementary level following Montessori principles of pedagogy. She is associated with the International Democratic Education movement for the past many years.

Siraporn Kaewsombat (Ann) was born in a poor village in Chiang Rai province of northern Thailand in year 1978. Due to limited education and job opportunities, Girls and young women were extremely vulnerable to leaving home to work in Bangkok where they are targets of exploitation. Ann was at risk for taking that same path but was determined to find an alternative. At the age of fifteen, Ann joined educational programming at Development and Education Program for Daughter and Community Center (DEPDC), a decision that had changed her life. Ann participated in sewing course including other skills and became the staff for 10 years. After university, she spent a year abroad as an intern in Germany. In 2007, Ann started to work with Help Without Frontiers Italy that later registered as Thai Foundation primarily assisting Burmese civil war refugee and migrant children on education. As education system provided to migrant children is not recognized by Both Thai and Myanmar educational system, she initiated different approaches which provide certification and suit the future of the children. She involves the parent’s decision to choose their children future too.

Born in the Republic of Korea, Dr Kim holds a Bachelor’s degree in Public Administration from Korea University (1978), a Master’s degree (1984) and a PhD (1994) in Education from Harvard University.

Dr Kim began his senior responsibilities in Korea, where he advised and assisted former President Young Sam Kim in the fields of education and social policy (1995–1997). He played a key role in the planning of the nation-wide education reform initiative, entitled “531 Education Reform” aimed at restructuring the entire Korean education system.

Between 2001 and 2004, Dr Kim was affiliated with the World Bank as Senior Education Specialist at its Headquarters in Washington DC.

In 2004, Dr Kim was appointed Director-General of the Ministry of Education and Human Resources Development (MOEHRD) in Korea where he led and prepared cross-ministerial human resources development policies, i.e., the Five Year National Human Resources Development Plan. From 2005 to 2008, Dr Kim was Deputy-Minister of Education and Human Resources Development of the Republic of Korea. He coordinated cross-ministerial human resources development policy initiatives and initiated and launched the Global Human Resources Forum in Seoul in 2006.

Dr Kim is a member of various professional associations on education policy, finance and economics, has published works in his area of expertise on education, and has represented the South Korean Government at various ministerial-level meetings.

In 2009, Dr Kim was appointed Director of the UNESCO Regional Bureau for Education in Asia- Pacific, as well as UNESCO Representative to Thailand, Lao PDR, Myanmar and Singapore.

Gray has developed a nine-month pre-service teaching practicum that uses the Gradual Release of Responsibility framework in partnership with a local community school, and his graduates teach over 2,000 schoolchildren annually in remote Southeastern Myanmar. As Program Adviser, he has run successful fundraising campaigns and liaised with new donor organizations. Alice Eastwood

Alice Eastwood started her career in education at 18, when she taught English for a year at a university in Bandung, Indonesia. After obtaining a Postgraduate Certificate in Education (Adult Literacy and Numeracy) and a Diploma in English Language Teaching to Adults and gaining experience of teaching English and literacy in multiple contexts, she returned to Indonesia in 2007 to work with SIL International. She was lead curriculum design facilitator and trainer of trainers for SIL’s Central Sulawesi Local Content Primary School Curriculum Project from 2008-2012 and Project Manager for two years, after which she returned to the UK to complete a master’s in Literacy Programme Development with a Focus on Minority Language Groups. Ms. Heather Ashley Hager

Having resided in Pakistan, India, Italy and Nepal, Ashley Hager now makes her home in Brooklyn, New York, where she is the Learning Center Director at the Magen David Yeshiva elementary school. She has a Master’s in Education and over twenty years of classroom teaching and teacher training experience in the US as well as five years of teacher training experience in Nepal. She first came to Nepal in 2008 as a volunteer teacher trainer for the Little Sister’s Fund (LSF). Because her pilot teacher training courses were extremely well received, she returned to Nepal in 2010 to launch Nepal Teacher Training Innovations (NTTI) project, with a mission to encourage critical and creative thinking in Nepal’s classrooms. Dr. Mola Dad Shafa started his career as a primary school teacher in 1979 and over the past 35 years he has worked in various capacities including his work as Head of Aga Khan University’s Professional Development Center, North (PDCN) in Gilgit-Baltistan of Pakistan.

Dr. Shafa was one of the students of AKU-IED’s first M.Ed. cohort. He completed his PhD from Ontario Institute of Studies in Education (OISE) at University of Toronto, Canada in 2003. He was promoted as Head PDCN in 2004 and since then he has been making concerted efforts to facilitate educational communities in their work for educational change.

Dr. Shafa has an extensive experience of designing, conducting and evaluating teacher education programmes. He has published his work reflecting his insights on various teaching and learning related issues in Gilgit-Baltistan. He has made significant contributions on various provincial and national committees in Pakistan. His contributions to PDCN’s outreach to bring the underserved as well as the resistant-to-change communities into the fold of various programmatic initiatives have yielded remarkable results.

Dr. Shafa has successfully sensitized communities for education of their children and that for girls education in particular. He was given the Quaid-i-Azam Award of Performance in 2004 by the Government of Pakistan in recognition of his services in the fields of education and women empowerment in Gilgit-Baltistan.

Elizabeth Mehta, after graduating in UK, migrated to Mumbai 43 years ago and has worked in education ever since. She has worked as a kindergarten teacher, special educator, teacher trainer, primary and secondary mathematics and science teacher, and Vice Principal of Bombay International School. She worked for 11 years with Aga Khan Education Services, India as Project Director of their national School Improvement Programme. She also served on the managing councils and advisory boards of numerous educational organizations and gave presentations in national and international conferences. This extensive experience led her in 2003, to set up the Muktangan educational programme in which women from the same urban economically disadvantaged communities as the children, are trained as child-centred, inclusive, English medium teachers and then employed in one of the seven municipal schools entrusted to Muktangan to run. Dr. Benjalug Namfa, an advisor of the Office of the Basic Education Commission (OBEC), Ministry of Education, has a broad and profound understanding of education policy and practice. She has served Thailand in various positions, both at the high level policy making and implementation levels. While she was an Inspector General, advising the Minister, her scope of work was widened. She overlooked three main types of education, including formal, non-formal, and informal, and at all levels, from early childhood education to higher education and continuing education for lifelong learning, bringing them up to quality standards. Tara Hill is a Program Officer at Results for Development Institute (R4D), an international development organization dedicated to evidence-based policy research and implementation. Her focus is on strategy, analytics, and research. At R4D she works on a team that manages and develops the Center for Education Innovations (CEI). CEI is an initiative that identifies, analyzes, and connects education innovations serving the marginalized in low- and middle-income countries. Tara launched and oversaw the growth of CEI’s online database which profiles over 600 innovative education programs. Through this work, she has interviewed hundreds of grassroots and international innovators in education.

As City Administrator, he is primarily responsible for ensuring a sound, committed and result-oriented administration of affairs of the City Government of Balanga geared towards the realization of the City’s University Town vision to be an emerging hub for knowledge-based business in the Philippines.

Born to Lazaro De Mesa and Leonila Hill in January 28, 1963, Mr. De Mesa has been serving the City Government even way back when Balanga was just a municipality in 1999. As Municipal Administrator then, he had helped steer Balanga towards the fulfillment of its Cityhood in 2000.

Today, his dedication to public service had earned him the trust and confidence of the City Government, so much so that he has been entrusted to hold several other positions in concurrent capacity as City Administrator. His credential as a holder of a Master’s degree in Educational Management earned him the distinction as the very first head (as OIC) of the Balanga City Education and Excellence Development Office (CEEDO) in 2012. Phalla Neang has now been working almost 30 years for Cambodian blind children. She started in 1986 in the refugee camps at the Thai border, working for Unicef at the only school for disabled children. She got very impressed by the ability of blind students to understand, learn and move around autonomously. When she came back to Cambodia in 1991, she decided to deepen her commitment toward visually impaired children within Krousar Thmey by taking part in the creation of the first Cambodian school for blind children, and consequently in the creation of the Khmer Braille. In 1993, the school opened and Phalla became the first Braille teacher in the history of the Kingdom. Since then, Krousar Thmey has opened 4 other schools welcoming blind or deaf children and Mrs. Phalla Neang has been appointed School Director and Program Coordinator for blind children education. As a reward for her long lasting commitment, Phalla was nominated in 2015 by the Varkey Foundation among the 10 best teachers in the world, in the frame of the Global Teacher Prize.

Nicola has over 15 years’ experience working in leading international organizations across developing countries. In 2000, he founded Kids Home Foundation, a nonprofit organization that provides thousands of migrant children from across South-East Asia with access to education and healthcare. Nicola is also the Executive Vice President of Epic Foundation. Prior to that he worked for the United Nations (UNCDF), serving as Representative in Cambodia (2008-2011) and then as global Head of Policy in New York (2011-2014). Nicola served more than a decade at the Organization for Economic Co-Operation and Development (OECD) in Paris. From 2005-2008, he was the Head of the OECD Rural Development Program, where he covered over 30 advanced and developing countries. Hon'ble Minister of Education, Mr.Girarajmani Pokhrel, was born in 1958 AD in Khotang district, in the eastern rural mountainous part of Nepal. He was born in a middle class family in Champadevi village in the Kharpa VDC.

He started his political career by joining student unions and became the president of the All Nepal National Free Student Union (ANNFSU), which was one of the sister organization of the communist party, serving two tenures as ANNFSU president. He actively participated in the popular moment of 1990 which resulted the restoration of multiparty system in Nepal.After this, he became the president of Democratic Youth League which was also another sister organization of the communist party. He also worked as the chief editor of Jana Ekata (Weekly newspaper). Mr. Pokhrel is not married and he has transferred his ancestry property for public resources in line with his political ideology.

As for his academic credentials, Mr. Pokhrel completed his Master Degree in management at the Tribhuvan University in Nepal. Similarly, he completed a Bachelor's degree in Law. He currently holds the position of secretary of the central committee of Unified Communist Party Maoist, as well as the function of member of Standing committee and the polite Bureau of the Party.

In the 2008 Constitutional Assembly election, he won the constituency election in Mahottari district. Following this, he was appointed the Minister of Health on April 12, 2007, serving a second term as Minister of Health and Population from 31 August 2008 to 4 May 2009.In the second election of Constitutional Assembly, he won the election from the same constituency and has played an active role in the drafting of new constitution. In addition to this, he was the chief whip of the party in the parliament. He has become the Minister for Education after the proclamation of new constitution federal in characteristics. He joined the Ministry of Education on 18th October 2015.

Having extensive experience within the Nepal social sector, Mr. Pokhrel contributed for establishing primary hospitals and nationwide free health care services during his tenure as minister for health and population. His background within the student unions has left him dedicated to ensure right based education for all.As such, his priorities will be bringing theremaining out of school children in the school and improving the literacy status nationwide. In addition to this, he has a strong interest in further strengthening vocational training.

Tanvir Muntasim is the International Policy Manager, Education for ActionAid, an anti-poverty organization working in 45 countries in the world. His role entails monitoring and engaging with key global policy debates and policy networks on education. Dr. Jim Ackers

Jim has taught at all levels - primary, secondary and university. He was Director of Education Planning in Developing Countries at the University of London Institute of Education and Director of the Centre for international Studies in Education, Newcastle University in the 1990s.

He worked for 11 years as education adviser for the UK Government in Senegal and Kenya before joining UNICEF in 2003. He was Regional Education Adviser at the UNICEF Eastern and Southern Africa Office in 2009 before taking up the same position in East Asia and the Pacific in April 2014.

He has published widely in international education, in areas including teacher education and the measurement of pedagogical practices in the classroom. His work has also involved engagement in a wide range of cross-sectoral areas affecting the rights and well-being of the child. Currently he oversees UNICEF work in areas that include: education, holistic early childhood development and adolescence, as well as children with disabilities.

His passion is for ensuring that key principles, such as the right to education are translated into practical realities on the ground through concepts like non-formal education, integrated Quranic Education, complementary education and flexible learning. He welcomes the enhanced focus on learning in the Framework for Action for post 2015.

His team is currently supporting ten countries in the East Asia and Pacific region to enhance their analysis of factors that exclude children from school through the Out of School Initiative with the UNESCO Institute of Statistics. His priorities also include co-leadership of the South East Asia Primary Learning Metric with SEAMEO.

Jim co-chairs has co-chaired the Technical Working Group on Education For All for the Asia and Pacific region with UNESCO and will ensure that the great collaboration of this relationship extends into the new Education 2030 agenda.

Kirk R. Person came to Thailand in 1988 to teach English for one year—and stayed! He holds a BA (history) from Baylor University, MA (linguistics) from Payap University (Thailand), and PhD (linguistics) from the University of Texas at Arlington. He has taught at Yonok, Payap, Suan Sunandha Rajabhat, and Mahidol Universities in Thailand. Since 1995 he has worked with SIL International, an international faith-based organization focused on minority language issues. He has conducted linguistic fieldwork throughout Southeast Asia, advised the Patani Malay-Thai Multilingual Education Project, and served on the Royal Institute of Thailand’s National Language Policy Drafting Committee. Kentaro Fukuchi works at Japan International Cooperation Agency in Hokkaido, coordinating Knowledge Co-Creation programs for officials, experts, and leaders in developing countries. He supervised a project to provide Braille training course for blind children in regular schools, and to establish a Braille text production unit in the national blind school. In addition to his profession, he advocates for inclusive education with Japan National Assembly of Disabled Peoples' International and with the Society for Public Education Planning, a Japanese academic society for education.

DIVYA LATA is the Early Learning and Education Advisor at the Asia Regional Office of Plan International. She specializes in Education, Early Childhood Development and Disability Rights. Over the past twenty years she has been advancing child-focused programs in diverse long-term as well as fragile contexts in Asia, Africa, the Middle East and countries of the former Soviet Union (CEE/CIS region), working with well-known international organizations, notably the Aga Khan Foundation, Open Society Foundations, Plan International and Save the Children Fund. She is also a member of the Regional Funding Committee (Asia-Pacific) of the Global Campaign for Education and has served on the governing boards of several child focused organizations including the Child to Child Trust, London and the Asia Pacific Regional Network for Early Childhood, Singapore. Ms Lata currently serves as the Chair of the Board of the Consultative Group on Early Childhood Care and Development, a global network for early childhood.

Professor Michael Morrissey has been engaged as senior education adviser to several global development organisations: the Qatar-based Educate A Child programme, the development arm of the Australian Government (advisor for its largest programme, Indonesia), UNESCO (adviser for its Caribbean regional programme), USAID (adviser for its eastern Caribbean programme) and UK Aid (adviser for its biggest education programme of the 1980s, in Jamaica). In between these longer term roles (two to six years), Morrissey has consulted on design and implementation of many donor activities in education, including for four development banks, several UN organisations and several other bilateral donors including Sweden and the EU. The regional focus of Morrissey's international work has been the member states of the South East Asian association (ASEAN) and the Caribbean Community (CARICOM). Morrissey is also an author of numerous textbooks for primary and secondary schools of the English-speaking Caribbean, and this textbook publishing expertise has been applied in many of assignments and appointments. Dr Asmah Ahmad is currently seconded to the Southeast Asian Ministers of Education Organization (SEAMEO) Secretariat based in Bangkok, Thailand as Programme Officer. She was previously attached to the Educational Policy Planning and Research Division, Ministry of Education, Malaysia. She led the Malaysian Technical Team and worked with UNESCO Bangkok and UNESCO Paris on the Malaysia Education Policy Review (M-EPR). She also has more than 10 years of school experiences in teaching Mathematics and conducting educational policy research. At present, she is responsible for the implementation of the regional assessment: Southeast Asia Primary Learning Metrics (SEA-PLM). Asmah acquired her Ph.D. in Mathematics Education from the Sultan Idris Education University, Malaysia; M.Sc. also in Mathematics Education from Yokohama National University, Japan; and B.Sc. in Mathematical Studies from the University of Hull. Ms Jonghwi Park is the Programme Specialist in ICT in Education at UNESCO Asia-Pacific Regional Bureau for Education, supporting 46 Member States of the Asia-Pacific region in integrating ICT in their education system in a holistic manner. Led by Ms Park, the ICT in Education Team at UNESCO Bangkok focuses on policy-level supports for Member States, including ICT national policy reviews, ICT in education master plan development and regional comparative research on the current issues. Her team is also specialized in designing and implementing various capacity building modules for teachers and teacher educators to facilitate the effective ICT-pedagogy integration. She oversees high-level policy fora to promote policy dialogues on ICT in Education at regional and sub-regional levels, including the Asia Pacific Ministerial Forum, the Central Asia Symposium, and the Regional Seminar on Innovative ICT Practices, to name a few. Prior to joining the UNESCO Bangkok, Ms. Park managed various e-learning projects in both private and public sectors in Korea and worked as ICT-pedagogy consultant for secondary teachers and university professors in Canada. She holds MA in Educational Technology from Hanyang University, Republic of Korea and PhD in Educational Psychology (specialized in Learning Sciences) from McGill University, Canada.

Dr. Valenzuela is presently the Deputy Director for Programme and Development of the Southeast Asian Ministers of Education Organization Secretariat (SEAMES). She held various post in previous careers as UNESCO Commissioner in Education (2004-2010), Senior Specialist of the Educational Research and Innovation Office of SEAMEO INNOTECH (2006 to June 2015_, a Senior Professorial Lecturer at the University of the Philippines College of Education in Diliman, Quezon City and was a DIRECTOR IV of the Commission on Higher Education in the Philippines. Dr Valenzuela’s expertise is on educational management including educational policy research in the areas of internationalization of higher education and teacher education. She has managed research projects and produced technical reports for SEAMEO and other international organizations such as UNESCO, UNICEF, CHED and DepED including Multigrade Quality Indicators in Southeast Asia, K to 12 Regional Comparison in Asia, Philippine Higher Education Guide (CHED); Quality Assurance and Mutual Recognition in Higher Education (UNESCO Paris), Toolkit for the Recognition of Higher Education Qualifications (UNESCO BKK), Toolkit for National Information Centers (UNESCO Bangkok), ESD toolkit, Internationalization of Philippine Higher Education (UNESCO Natcom) to name a few. She has also published Philippine Education in the International Encyclopedia of Education under Elsevier London (2009). Dr Valenzuela holds Doctor of Education in Educational Management from De La Salle University and a Career Executive Service Officer (CESO IV) in the Philippine Government. Ms. Simrin Singh is currently serving as the Senior Specialist on Child Labour in the International Labour Organization's Decent Work Technical Support Team for East Asia, South-East Asia and the Pacific based out of Bangkok. She works with Governments, Workers and Employers Organisations and civil society groups in the sub-region to eradicate child labour and promote decent work for those of legal working age. Her work centres on advancing knowledge; shaping and sharing policies and inspiring practices to end child labour and promote decent work. Ms. Singh has been working on the elimination of child labour in various capacities for the ILO for 16 years, having lived and worked in Thailand, Tanzania and at ILO HQ in Switzerland. Abigail Cuales Lanceta is the head of the Education, Youth and Sports Division with a position title of Assistant Director under the Socio-Cultural Community Department of ASEAN Secretariat. Tim Murray has been working in education for the last 13 years. He was a teacher and teacher-trainer in Spain, the UK and South Korea, before under-taking an MSc in International Development at School of Oriental and African Studies, University of London. Tim worked on several community and research projects of refugees, orphans, and human trafficking victims. In 2008, he moved to Colombia, South America, where he worked as education coordinator for Save the Children for 4 years, focusing on improving education access and quality in conflict-affected regions. In early 2014 Tim moved to Thailand to work as Senior Education Specialist for Save the Children, where he provides technical oversight on the education programs.
